The school utility is changed to a Cobb-Douglas from a weighted sum.

The problem arose, that empty school have zero composition utility. Therefore, all utilities ended up to be zero for the initial step. This resulted in all students becoming enrolled in the first school. Now, a different ranking function is used for the initial school ranking in which no composition is included. For now, that means only distance is taken into account.
